There is no "maximum". It all depends on how much the engine is capable of drawing and how much it will lag old PCs. Really, Reach bipeds are over ten thousand polies.

I have gotten models in-game that are over 20k.. you sure it's not something else?

Nah, he's just asking how much is practical (apparently 10,000 polies for a biped).

PCs these days can handle more, so I'd probably go with a higher poly count for many things.

Does anyone know the recommended poly count for a BSP?

Around 30k. Halo can't handle having more than 10k tris of BSP on screen at one time, so for outdoor maps especially you got to keep that in mind.
