I don't know whether we'll be able to hack together another server browser, and I don't think the campaign can be played without signing in, unless I'm mistaken?

Depends on the game, but for most of them you can just use an Offline Profile.

Obviously the server list will be an issue for Online MP, but LAN and Campaign would work fine with an Offline Profile in H2V.

The other hurdle is future activations; will they release an update that will remove/bypass the online activation? Doubtful. Meanwhile some of the games are being moved to Steam.

How do you make an offline profile, I don't see that option?
