Try using the right commands:
Tool build-cache-file levels/test/mapname/mapname
Tool doesn't really need to go into the debug, it usually shows you the errors right there on the CMD screen.
Its been a while since i have been making assets in Halo
Any way when i use tool build-cache-file levels\test\bloodgulch\b3 it dose not awork it comes up with all the stuff like couldn't read map file './toolbeta.map
cache pack file bitmaps hits 896 for 42.49M
