EXCEPTION halt in \halopc\haloce\source\sound\sound_dsound_pc.c,#1940: properties->gain>=0.f && properties->gain<=1.f
What does that mean?

Actually, I'm pretty sure it means one of your sound files has an improper gain value. Like -1.

Dude,I have no idea which one it is.I have a bajillion sound tags.
Sounds don't work in Sapien :(
Also,it's not a particular tag that's causing the problem.It seems to be a internal program problem.
