On Custom Edition, to create a custom gametype, you go to Multiplayer, then on that menu, Edit Custom Gametypes is there. (I think that's the tab names anyway. I can't be bothered to wait 10 minutes for Halo to start just to check)

He's asking how to do custom game types on a dedicated server. I can't remember if that is possible or not, but this might help you:
http://halo.bungie.org/misc/hpc_ds_103_readme.html
EDIT: Quote from link above:
Quote: You can create custom game types (using the full retail version of Halo) and include these game types on your server rotation. This would enable you, for example, to include a Rockets only game on your server rotation. To do so, follow these steps:

Launch the full retail version of Halo.
Under Multiplayer, choose Edit Game Types.
Create a new game type (refer to the Halo documentation if you need help to do this).
Save your new game type.
Quit Halo.
Open your Halo save games folder (by default, this would be "My Documents\My Games\Halo\savegames").
You will see the name of the custom game type you created as a folder directory.
Make sure this folder is available on your server (in the same location on disk).
Use the name of your custom game type in your mapcycle.txt file.
With this release, the dedicated server is dependent on access to your save games folder. This will be addressed in an upcoming release.

Yes it is very possible and easy to do. Just create the game type you want on your client PC then copy the folder from your PC to the dedicated server and point to it in the startup arguments. See:

Step 1 : Just create the game type you want on your client PC
Step 2 : then copy the folder from your PC to the dedicated server

By default the Gametypes and the log file (if enabled) are located in the
C:\My Documents\My Games\Halo CE\savegames folder.

Step 3: and point to it in the startup arguments.
Quote: Adding this argument to the startup of the Halo CE Dedicated server:

-path C:\haloCE\variants1

It's all in the document:

Shorten the path by moving the gametypes to a different folder or place it in quotes.
