Alright, I'll bite.
First, I need to know a few things:
1. Do you have an extra computer that you plan to run this server on?
a. It should be running a copy of Windows XP or newer (Server software will work).
2. Do you have access to your household router?
a. Do you know how to access it and change port forwarding settings?
I'll assume the first question is a yes, seeing as that's the nature of the question itself. I'll also assume that it is running a valid copy of Windows.

If I remember correctly, the Halo CE game runs on port 2302, you will have to tell your router to take all connections on that port and send them to your server. To do this, you will need to access your router and forward that port to your server PC. I found a helpful website when learning how to do this would be
