I downloaded the latest driver for my graphics card, and it ruined HPC. Now I can't play it in a box with vertical lines on the side, it just stretches it to fit the screen. I've tried all options, it's still stretched.

Use the "-vidmode" function at the end of the halo CE shortcut, it will work fine.

Open your shortcut's property, then at the end of the target, put the parameters like this
...haloce.exe –vidmode 1366,768,32
Idk if i'm right for "32" try anyways. But halo should be perfeclty fit to your screen's bound

The vidmode doesn't work. Also, I learned that is isn't even exclusive to Halo...

why not play halo windowed? '-window'
It's a quick temporary fix until you find out whats wrong that you believe it effects your whole computer.
