I didn't think there was a limit but I guess so...
If you have nothing but bones as in "bip01" one suggestion I might make for your problem is see if you can substitute some of your bones for frame nodes.
I think this might help you... maybe?
If not your gonna have to be smarter with your rig.

Grunts is trying to do the FP switching probably from two different bone sets on the same weapon and animation.
