Is it meant to work on a 64bit Windows 7 OS? Because when I installed it the framerate fluctuated and everything went crazy. And it's definitely not because my computer is weak, it's an incredibly powerful one.

Yes the game works fine in Win 7 64bit. You may just need to tweak your video driver settings for the game.
