So to make a crosshair go upwards as you shoot it is possible in CE. I've seen it. How do you do this, I'm pretty sure it uses animations.

Nope, it's in the trigger damage effect! There are two settings for it, temporary and permanent camera impulse. For permanent, there is no flare, if you like - it just jumps up by a set amount (remember, this value has to be negative for the crosshair to move upwards, for some reason. The temporary impulse does not need a negative value)
The temporary camera impulse allows you to set a smoother motion, so its usually an idea to use both of these.

Remember it's called recoil. Because raising crosshair had two meanings, one from reach where the crosshair blooms, and the recoil itself.
