Is it possible that somebody could make new death animations for characters. Like, instead of a spartan spinning around and falling when headshotted, he would flip or whatever you wanted him to do. Is this possible? (if you were good at animating of course)

yes it would. you need to animate it in 3ds max with MC's bones.

Could you change this too? Make it a little bit cooler.

So then theoretically, if you had the skill, you could make ragdoll physics similar to those seen in Halo 3 or even Halo Reach right?

No. They will only be animations. Once you're dead, there's only one animation that can play on the biped, and that's the falling one, which can't simulate ragdoll physics on its own.

So you can change ALL of the death animations. But of course, no amazing ragdoll physics like in h3 or counter strike source.
