Yes, as far as I know, a bsp can only use shader_enviroment tags.

its more so what i put into the primary detail map and the secondary detail map boxes im not sure of

I just put my bitmap into the primary map and set the appropriate material type. That is all HAVE to do but you may not have much detail.
