So...I have a map, but it does not have the skybox. Does it need it? And when i say "skybox" I mean the upper part where the sky is located that you see in the game (i.e. The Halo Ring). The part you name +sky in the material editor. Is it even required? If so, then i will add one but if not then what would replace it?

It's not needed if it's a completely indoor map, without a sky. Its main purpose is to fill the giant open edge created by the edge of the map, so without creating it you cannot fulfil the sealed world rules, and also to stop the player going infinitely far outside the map (playerclip).

I am making an outdoor map, so...........i am guessing i need the sky area then...do i need it?

Yes. Don't be confused though, playerclip and skybox is not the same thing.
