you could set via scripts, that check the shield vitality and depending on what 'health' the shield is at, is also the maximum vitality the shield.

Health settings.
Marines have shields but something called "shield leak" which drains their shields and stop shield recharge.
Another method is to set your shields to 0 and drop a special "overshield" on top of them which gives them their shield power back and does not deplete on its own but your shields will still not recharge.
If those things don't work, then you could try inflicting "blind damage" to your biped.
