how do you make a permutations in 3ds max 8 such as from markvi to recon to e.v.a that kind of stuff

It's actually quite simple. Just export the different models to the same folder before compiling, naming them however you see fit. Then just compile the model with tool, it'll have them as permutations.

Choosing between the permutations is different, and I don't really remember how it's done. I just got back from my second long disappearance, and haven't touched the tools in a long time. (However, I did just compile a simple model to check and see if I was telling you the right thing.)
