It is pretty much the exact same way, you just need to find an extractor that is compatible with GMAX. Much of the basic things that 3DS can do, GMAX can do.

Gmax does have the ability to use bitmaps. Just hit the "m" key (just like in 3ds, only it has less features which make the shader look better in 3ds. It won't affect the ingame outcome.) Also tags are the assets, effects and properties that you see in Halo. Gmax and 3ds don't really affect your tags, HEK does.
I use gmax and I learned from 3ds tutorials. In both gmax and 3ds you model your map, 3ds just has more advanced tools which manipulate your object or model. The basics are available in both programs. Two of the most common modeling methods for I've seen for modeling things for Halo are plane modeling and box modeling. Both can be done in 3ds and gmax. Just find a beginner tutorial for 3ds. Most things should be the same because the these beginner tutorials will focus on the basics of manipulating an object and advanced tools (things probubly left out of gmax) will more than likely not be in this beginner tutorial.

The thing is, i couldnt find the some of the tools that were in 3ds tutorials in gmax, so i wanted a gmax tutorial so it would show where the tools are.
