OK I got a new computer about 2 weeks ago and when i try 2 run tool ++ it dosent work, ie Im loading a tiff file to convert(The file is ok i checked) then when i run tool it just sits there and does nothing.

Is there a way i need to set up halo ce or tool for it to work?

Make sure stuff is in the right places.

Halo custom edition\tool.exe
Halo custom edition\cmd.exe (or tool++)

tool bitmaps weapons\pistol\bitmaps
^^If you're doing the following bitmap:
Halo custom edition\data\weapons\pistol\bitmaps\pistolskin.tiff
It will show up in:
Halo custom edition\tags\weapons\pistol\bitmaps\pistolskin.bitmap

OK See This is the prob...

I run tool++ and i have it all correct(its in C:/program files(x86)/Microsoft games/halo custom edition) but nothing happens like it looks like its loading but its a small file so i know somethings wrong after about 5 mins nothing happens.

So I don't use that and i use cmd and it actually shows it like it compiled but when i go where it is its not there not even the folder, what its wrong with it? HELP!!!!
