I finally decided to skin a biped from scratch, instead of trying to make the ripped one work for me (actually works really well for most bipeds). I applied the skin modifier, and weighted all the verticies, but when I try to move a bone, it doesn't affect the model.

try going into edit poly(assuming its stacked) and selecting all the verts. Then try moving the bones around.
