Decals are a bad idea because, as Sali said, Halo does not handle decals efficiently, so some people play with decals off for a significant performance boost. If it's part of a bsp, then everyone will still see the effect. A few extra faces in the bsp can't possibly be more expensive than decals. Heck, even Halo 2 disables a bunch of decals during splitscreen.

If someone can't align vetrts on metal, he's stupid. Metal shouldn't have seams to begin with.
For ground and cliffs this is a good idea, because:
-Like Bias says, you can tell where the IDS meet.
-Like Higuy says, you're supposed to use an alpha on the ground... but in CE you only get two textures that way.
-This methodd helps join the ground to cliffs. 3 textures.
