I just got H2v and I cant find out how to extract tags, like in Halo CE you do it with the HEK+

There are no released tools to do so. You can however use this: http://www.monstrmoose.com/MMrepository/Halo_Tools/2_Vista/H2EK_Unlocked/h2ek_unlocked.rar in combination with your H2EK from the DVD). With this version of Guerilla you can create or modify most tags. There are a few EXE's in that package, I use this one, h2guerillaDONE.exe.


Then, you can study existing H2x maps with this: http://www.monstrmoose.com/MMrepository/Halo_Tools/2_Xbox/Entity/2.1.5/Entity_2.1.5.rar or use HEK+ and other HCE apps like you mentioned.

I assume it's a tag extractor, injector, editor, script compiler etc.

Problem is, we don't know if they are willing to release, don't get your hopes up for it, and don't expect any help either. (from that site)

If they did however, I wouldn't delay in getting this made for H2V.
