i aint seen this kind of problem before, but maybe you can try these:
update gfx drivers (updating in safe mode would be best) turn off anti-aliasing (even adaptive AA should be off) latest windows updates
probably this

chec direct x run dxdiag. I don't think this will do it but it might. It's the best thing I can comeup whit at the momet it's very basic and I think you would have recieved an error message if this was the problem... but anyway try it.

Agreed. Activate your Run dialog interface however you do it (it's different with each OS) and type in 'dxdiag', minus the quotes. Go to the Display tab, and verify that there are no errors. Next, visit every other tab and verify that there are no errors (note that on almost every tab, there is a dialog box situated about two-thirds down that will list any problems with your DirectX and other hardware, if any are found). You can also run a diagnostic tool from dxdiag.
Lastly, if this solves nothing, try playing around with tests on the Display tab. I used to have an old '03 Compaq hand-me-down running on XP SP3. I hated it. Every time I wanted to play Halo, I had to run dxdiag and test my 3D environment because, for some odd reason, it was saying I had version 7 (Halo needs version 9 or better), but after running the tests, dxdiag registered as version 9 and Halo worked. What's odd is that dxdiag gave no errors whatsoever. It was just a solution that I eventually figured out worked. You may have to create a similar solution of your own.
