I had the same problem before, where everything seemed fine but they just wouldn't shoot. I realized that you have to have "targeting enabled" on for them to shoot.
If that's off for the command list, then that's probably it. You don't have to enable it for the whole command list though. Just add "targeting enable" just before the shoot command and "targeting disable" right after.

Also, I'm not sure if this will help, but it doesn't hurt. Make sure your AI is actually within range of firing at the point. Check 'firing distance' in the actor_varient to see how far they can shoot and either move the point closer or tweak the firing distance if it's too far.
