no matter what i do, it never works! when i download the custom edition, it says "The version of this file is not compatable with the version of Windows your running. Check your computer's system information to see whether you need an x86(32-bit)or an x64(64-bit) version of the program, and then contact the software publisher." what dose this all mean???

More than likely you are not downloading the entire file. Halo CE will install and run on All versions of windows: Win9X, Win2K, XP, Vista, Win7 either 64 or 32 bit.
Halo Custom Edition Game [English] http://hce.halomaps.org/index.cfm?fid=410 After download be sure the file is 178,262,016 bytes or 174.084K if not then your download got cut off.
