Doesn't work that way. You have to set up empty squads, firing position groups, and AI migration.

If the method mentions fails, set up firing position groups for them near enemy encounters and set them to guarding at guard (for initial and return states), then script them to 'magically see' the enemy when they spawn. That ensures that they will constantly attempt to attack the next enemy encounter.

To ensure that AI follow the command lists you have to set their initiative to disable. I usually put it at the top of the list to guarantee it will have a effect.
