you could use a sting editor (firescythe maybe) and just alter an existing tag.

When saving it, click "Save As". In the bottom, where it asks for the encoding, save it as Unicode. Save it in the location of the scenario, BUT in the DATA folder instead of tags folder. Example:
Scenario is inside:
tags\levels\test\bloodgulch\lameass_firefight_mod.scenario
Then the hud messages would go in:
data\levels\test\bloodgulch
Then, when compiling in tool, type the directory, and the scenario name. Make sure to put a space, and MAKE SURE SAPIEN IS CLOSED.
Using the above example, you would type this into tool:
tool hud-messages levels\test\bloodgulch lameass_firefight_mod
If you get a parsing error in the debug.txt when compiling scripts, then you didn't read what I said earlier, and kept Sapien closed.
