Gmax has always been free. Just register on their site and you'll get the code.

I fixed it but now I keep getting this error:
Interactive 3D renderer initialization failed. Please check your device settings by using the -H command line option.

You add it OUTSIDE of the quotations, just like when adding -console to the Halo CE shortcut.
