It's been confirmed that Halo Reach will be using a completely new engine. The reason ODST used the same engine was because it was just an expansion.

The better term is a "newer" game engine.

Once you start changing the networking on a game engine you are essentially making a new one since like physics the networking is integral to the functionality of the game

It can be, it depends on what you mean. There are engines out there in which you can modify the lag compensation. Unreal, for instance, by default requires the player to lead your shots based on ping. However there have been multiple mods/mutators out there, named "Zero ping," that implement lag compensation. They work quite well too. I'm sure most of the netcode stuff is actually built into the engine however, but you can change bits and pieces of how stuff like hit detection works.

If Halo were more of a scripting-based engine like Unreal or Source, I'm sure there would be a possibility of lag compensation being implemented. However it's not. So there won't be.

Also, physics are built into the engine. Changing a game's physics engine as far as I know is pretty much impossible unless you're MLG pro at that stuff.
