If the title wasn't clear enough, Is there a command for halo ce so the player can enter any vehicle? |

No. The enterability (made up words ftw) of a vehicle is all defined in the model animations tag. If there's an animation corresponding to the vehicle's seat label, then you'll be able to enter it.
