Um....

First of all, you need a competent ripper for the transformers game. Get the model somehow, and import it into 3Ds Max. That is the easy part. The next bit will be to rig. I don't know what kind of bones you would use to rig transformers, you would need to create a custom bone set, which will take a while.

After that is done, you'll need to texture them, create/rip skins etc. Then come animations.

After all of that is done, you'll still need to export it into HCE and tag it.

I estimate this will take about a month or two for someone who is familair with this stuff.

nope, believe me it will take more time... specially to make all the animations, just have a look at any animation tag of any biped.
