Just download HEK+ and rip the tags from Halo PC.

You're out of luck and just want to create more work for yourself. If you extract the tags using HEK+ it will put them in the correct folder by itself.

It is also available on halomaps, in several seperate files starting with "halo PC tags for".... they can be found in the tag packs section.
