Using the glass, I think you can make a tint, so make it near white.

You can't get the refraction, at least I don't think so, because it is a setting in globals. No H3 bubble shields =(

That isn't refraction like the active camo, where everything behind the camoed cyborg get's muddled up.

The active camo shaders are in the globals. The only thing that can be changed is the cubemap used for refraction (it is a cross between a cubemap and a heightmap), and the refraction and tint settings.
It would take hard coding to place active camo on something other than a biped. Wait for open sauce and MAYBE it would be possible.
