I downloaded the water tutorial from the site, and I have to say I can't make any sense of what the kid is talking about. I think I'm missing a file or something, I was wondering if someone could make a new water tut or just post a basic rundown for me! Thanks.

Umm. is that the one made by Codebrain? There is a better one out but i think he may have pulled the link because there was a little disagreement about him posting my shader in the tut. But any questions just ask. I can help for sure.

Here's my question how do I make water? haha I followed the tut and I got a blue plane which was just non collidable.

Well the key is the shader. Do not attach your water to anything but connect it to the B_levelroot. name it the name and path of your shader just like anything else. Once again the trick is in the shader. Oh i can't remember the symbols you use after the shader name. i think its !? or something. I'd have to look. And once you get your shader down you have to remember to add your shader in your structure bsp also and modify it in there too. I think that's at the bottom. So just work on your shader. If you get it good you should be able to turn any material into water. Just for testing purposes ofcorse so you don't have to keep recompiling and/or lighting.
