I know that you have to make a fog plane or portal or something, but I don't know how those work. Anyone have a tutorial on them? Will that basic water tut help? Thanks!

The Official HEK Tutorial has a section on creating water planes. It's under Level Creation - Part 2: Water and Water Volumes in Halo

Is there anything in the HEK tutorial (or anywhere else) that tells you how to make water you can swim in (like in campaign where you swim in engine coolant.)

no. the hek tutorials pretty much suck in offering actual help. but they are good reference in basic maps, as well as specifics, such as how high, wide, or the usual on how things need to be. as well as the tags for certain weapons, vehicles, and weapon packs.

A skybox is just basicly a sky model with textures and stuff. Now how do make a fog under water. Better yet, how do I make portals that can have fog and enviormant sounds at all? Tutorial? (not origina;l HEK tutorial)

This question still stands, I've no idea how this is done.

The HEK tutorial tells you perfectly. Make a plane in Max. In the materials thing, name it: water!$

! makes it render only.
$ sticks a fog plane under it.

Reading really helps, it fully explains it in there.

By default, levels B30 and Death Island contain a water shader. (Death Island is just a bitmap).
To use the water shader, create a material in max, and name it water, the ! tells the game engine to make a render-only material, it will not worry about collision errors and such. The $ symbol tells the engine that it also acts as a fog plane, allowing you to make the area underneath act as water.

Unless I'm mistaken and it's just the very think fog tricked me into thinking I was swiming upwards when I was actually just walking up a slope, but I'm pretty sure in the engine coolant you could swim.
