So I got Tazz's H3 weapons pack, and they look great in the images, but I don't know how to apply them to existing tags. And yes, I am quite the noob.

Those aren't actually tags. Making gbxmodels from the OBJ files is very complicated, but replacing the bitmaps of the H1 weapons with the H3 .TIF images isn't too difficult

make a new folder: "Halo Custom Edition\data\H3weaponBitmaps"
put the TIF images in the new folder
make a new .TXT document in the folder and open it
paste this into it:
cd "C:\Program Files\Microsoft Games\Halo Custom Edition"
tool bitmaps H3weaponBitmaps
pause

save your changes, and rename the new text document to "whatever.BAT"
(*I don't think you need to add alpha channels to the bitmaps, but I may be mistaken*)
double click the .BAT file
.bitmaps will be created in Halo Custom Edition\tags\H3weaponBitmaps
for each weapon, replace it's bitmap(s) with the ones you just made

Its not working, as it is saying:
"Couldn't read file './toolbeta.map'

The heck does that mean?

Does it JUST say that or does it say that and a lot more stuff? becuase if it says alot more stuff then you can ignor that its just a thing that isnt going to heart or help your model in any way.

then it didn't compile anything. It should say something like:
"bitmap created: #64x#64, compressed with color-key transparency, 2K-bytes"
double check that the TIFs are where you tell tool to look for them

Well, I gave it some time and its still not compiling. Perhaps I do have to apply alpha channels? How do I do that?
