If you "wake" the scripts using dormant scripts then yes, it is possible.

Just have devmode on, and type in "wake <script name>". The scripts would have to be dormant so that they're only called by the "wake" command. For example:
wake armory_doors_open
That would call the "armory_doors_open" script.

If you want it to be called from the console, then you will have to use "wake". There is no way to create custom console commands, and either way, it doesn't take too much effort to just type in "wake" in front of your script name...
