Well, like the title says, whenever I start up Halo: CE it does the usual, brings up the Halo logo, loads for awhile... but it never goes away. Eventually, I'll start to hear the Halo music playing in the background, and when I move the up and down arrows I can hear the menu sounds. I've tried re-installing Halo: CE many times and it's completely updated. I used the search tool, but so far, this looks like a new problem.

By the way, I'm using Windows Vista Home Premium if that helps at all...

You didn't search well. Don't play in safe mode.

No. ^ Wrong. Turn off your Anti- Aliasing in your ATi or NVIDIA control panel. ( Should be in 3-D.)

1. It's not in safe mode. I never said it was in safe mode, hurrr.

2. I turned that off and it still doesn't change anything. The weird thing is, I can run regular Halo just fine.

This symptom is normally due to the fact that you have anti-aliasing turned on in the video driver. Check again and be sure it it turned off or at least set to application controlled. There are minor differences in the video routines of Halo CE and Halo PC retail.

It still doesn't want to work. Here's a screen shot of my NVIDIA control panel, just so you know I'm following orders. :-\
