Which would be more Problematic?
Hypitheticaly:
You know how to modify Halo's netcode, unfortunately, you can only choose between making AI sync or changing the maximum players for a server. Changing both causes a unknown error.
So which would cause more problems? Syncing AI or increased total player count?

The basis of your hypothetical example is invalid because you can not do one without affecting the other. You would have to recode the entire game to accomplish either.
What is really problematic is that people can not accept the fact that the Halo 1 and 2 game engines were not designed to sync AI or handle more than 16 players and that there is never going to be a hack or patch to allow it. Wishing does not make it so.
