now for some reason my dev cam does not function as other peoples do...
it goes above the map when i type camera_control 1
and when i do debug_camera_save it does what its supposed to but when i do debug_camera_load it places a camera in front of my origional position
then the only way i can get back in my body is using camera_control 0
is this normal... can it be fixed to function like other peoples do?

Its normal... Use the hold the middle mouse button and the WASD keys to move it around. Scroll down on wheel to go faster, up to go slower.

Thats the same in sapien... Its to tell it that its the camera its controling and not the player. Its still possible to control the player while in camera mode...
