No, Anime is just Japanese animation. There are no set guidelines of "OK so her breasts need to be unnaturally large.", "OK, make her hips extremely wide", or "Make sure her eyes are big!".

Reality check:

Anime is the Animated form of manga. In manga body features are exaggerated. Don't ask why. There are general guidelines of manga and therefore anime.
