I Just Fixed The Problem For Both My Halo CE And My Brothers Halo CE. You Have To Go To Halo Custom Edition/Redist, Then Download The Msxmlenu Then You Can Chat And Have Fun =].

That Happened To Me On Call Of Duty Modern Warfare For The PC, It Wouldnt Work At My Mother's House, So I Went To My Grandmother's On The Weekend, And Surprisingly I could See & Join Servers, It Might Be Your Internet Connection. Try Connecting To Another Network Connection, It MIGHT Just Might Work.
